death's dance really needs to deal more damage than it delays

then maybe there will be a strategic reasoning to buying the item, "can i save myself from death before it comes back"

right now it's braindead op because you buy it and there's no downside, you just take damage sooner

if u don't understand, it should be like this:

you take 100 damage. 60 of it is immediate, and then 60 is dealt as a dot over 4 seconds

Making it a damage amp would defeat the purpose. Its already true damage anyway. Its a bruiser-intended in-combat damage reduction item.

Marksman arent its intended users. And its balanced on its intended users.

It really doesnt. Its just an offensive item that gives really good defense if you do damage. Also if you stop the healing then they take a lot more damage; greivous wounds is a fantastic choice when dealing with ANY lifesteal.

Riot likes draintanks as long as theyre "incidental".

You are buying an asset to help you win the game, not an even trade off.

Your problem might be the person your trying to build it on, as DD heals on all physical damage you deal, so if you have a burst champion that deals primarily physical, such as MF, Talon, Graves, Riven, etc, they benefit from it much more than say, Ashe, Corki, Darius, etc. would. DD is also more of a defensive item to help you stay in fights longer whilst giving you the opportunity of sustaining yourself from your abilities.
