Allow us to report people in games that don't start.

A lot of people are using bluffs to get other people to dodge in queue now. I ignored this until I started playing ranked again. Just had a troll ban my pick preference because I wouldn't swap roles with him, and went jungle ashe and explicitly said he was going to troll. If anyone dodges, these trolls get their way and aren't punished at all. The people who dodge the game they know will be unwinnable are punished.

So just let us report toxic/troll players in the pre-game lobby so this sort of tactic can't be abused. It's a real problem in low elo where people only play 1 champ/role and throw a tantrum when they don't get it.
