Item that reduces Mana Costs

I'm kind of surprised an item like this hasn't been implemented yet. It would be nice for certain characters that use large amounts of Mana in the early game. And I'm not talking about ridiculous amounts reductions, maybe 5% or 10% max.

If its too little, it won't have enough impact to matter.

If its too much, it'll completely break mages that Riot restrains with Mana (sup Lux)

I don't know that there even is a place in between, because of the pretty significant differences in mana pools and mana costs.

Pretty much this; it would seems probable that either be something everyone with mana would pick up because "Why not?" or be redundant with all the other mana options and won't have gold put into it. Though likely it would not be made because we sometimes get the feeling that they are disinclined to want to put that much effort into balancing that kind of item. I do, however, like the idea of putting more kinds of items into the game or at least more options to buy.

Also, Lux isn't restrained by mana; she actually belongs to the class of champions that are made to sink 3K gold into items for them to start to work properly.

Champions designed to sink gold into item to work properly.

Champions who have a limited or restricted early game due to needing to put time and gold into their resource (mana)

i.e.,

Champions restrained by mana and/or cooldowns (since lower CDs mean more mana being spent) See also: mana-gated.

Lux has a certain set of problems and then after buying her item, functions how she is supposed to. It fixes her issue, and she then works, her ability use or it's power is not dependant on mana. Mana was something that you could said came up as related in her given problem, but it's not the cause. It's not something that restrains her performance.

In other words, she's broken in a place but then fixes herself. (See also: "the feeling that they are disinclined to want to put that much effort into balancing ")

Champions whose performance are restrained by mana and would be broken by this hypothetical item in question are the ones like Kassadin, in his various versions.

put a nerfed version of old cass's passive in an item

casting a spell reduces all mana costs by 10% stacking 5 times (was her old passive)

maybe making it 6% stacking 5 times as a unique passive.
