Bard Chime Scaling Changes (Chimes More Important, More Guaranteed Effects, etc.)

Getting straight to it, these changes for Bard are to make his late game a little better and to accomplish a couple of things:

  1. Giving Bard more late game power, especially with Caretaker Shrines
  2. Making chime power feel more immediate and meeps have more gauaranteed power
  3. Make Bard's allies feel like he is supporting them by getting chimes, not just himself

Also added in some powerful mechanics around the 125+ chime point for those really dedicated Bard players who's chime game is on point, although these will probably only be gotten around 1 out of every 10 games.

Meep Cool Down and Limit is now based on level Cool Down: 10/9/8/7/6 seconds (Levels 1/5/9/13/17) Meep Limit: 1/2/3/4 (Levels: 1/6/11/16)

New Meep Scaling System: Meep Damage is now increased by 3 for every chime collected, increased to increasing damage by 4 after 150 chimes have been collected Meeps now gain additional effects for every 5 chimes collected OR current effects are upgraded every 5 chimes OR Bard's other spells are upgraded (up until 150 Chimes)

5 Chimes: Meeps now apply a 25% slow for 1 sec 10 Chimes: Caretaker's Shrines now cost 10 less mana 15 Chimes: Meeps now reveal their target for 2.5 seconds 20 Chimes: Cosmic Binding projectile speed increased by 25% 25 Chimes: Meeps now Strike through target in a cone. 30 Chimes: Caretaker's Shrines now also heal for 1% missing health, scaling up to 2% missing health at max charge 35 Chimes: Cosmic Binding range increased by 150 40 Chimes: Meeps now reveal their target for 3.75 seconds 45 Chimes: Meeps slow increased to 45%. 50 Chimes: Caretaker's Shrines now cost 20 less mana 55 Chimes: Cosmic Binding now gives Bard a Meep if it stuns 60 Chimes: Meeps now reveal their target for 5 seconds 65 Chimes: Meeps strike through cone size increased. 70 Chimes: Caretaker's Shrines now heal for 3% missing health to 6% missing health from 1% to 2% 75 Chimes: Cosmic Binding now reveals enemies hit 80 Chimes: Meeps now slow the target's attack speed for a third of the movement speed slow amount 85 Chimes: Meeps slow increased to 60%. 90 Chimes: Caretaker's Shrines now only take 8.5 seconds to charge 95 Chimes: Cosmic Binding's slow duration is increased by 50%, not affecting the stun duration 100 Chimes: Meeps AP Ratio increased to 35% 105 Chimes: Caretaker's Shrines max amount increased to 4 110 Chimes: Cosmic Binding range increased by 150 115 Chimes: Meeps slow increased to 70% 120 Chimes: Caretaker's Shrines now take 6 seconds to fully charge 125 Chimes: Cosmic Binding will now always stun 130 Chimes: Meeps AP Ratio increased to 40% 135 Chimes: Meeps slow increased to 80%. 140 Chimes: Caretaker's Shrines now heal based off of maximum health instead of missing health and now take 5 seconds to fully charge 145 Chimes: Cosmic Binding can now hit three targets and costs 10 less mana 150 Chimes: Allies within 1200 units of Bard now also gain a Meep whenever Bard gets a Meep, but allied champions can only have 2 Meeps

Feel free to comment below on other mechanics that could replace the above ones or changes to Bard's unchimified kit that need changes due to these chime changes.

ADDITIONAL BALANCE CHANGES WITH THESE CHANGES Cosmic Binding

  • Cool Down increased to 11/10.25/9.5/8.75/8 seconds from 11/10/9/8/7 seconds

Caretaker's Shrine

  • Mana Cost increased to 95 from 90

Well, if it was guaranteed sure... but, its a skill shot that also only stuns the units behind the target and will only stun if the unit is in the right position. Also, Bard's power levels allow that to be a thing. He deals almost no damage. Even Braum can outdamage a Bard.

However, your point has been made.

Bard does a lot more damage than you think. I average 11k dmg per game at around 25 to 30 minutes. The stun isn't as hard to land either. Fighting in jg will have walls, enemy are usually stay close to each other. People tend to forget his q range is extended if it hit a target. His ult is huge at catching.

People need to look at all of his abilities and see how they work together rather than on a single ability. His power is all on his q and r. The speed boost on w is also pretty big despite a "weak" heal so if they buffed his heal then what is his weakness?
