And then when he doesn't land his q, that e is wasted and he burned even more mana.

Even better to engage with the E and save the pull for after they flash away
But you lose damage output by doing that. His E is an auto reset, so optimally, you want to Q-auto-E. Plus, if they are managing to WALK away, then there are other issues besides not pressing E fast enough because Blitz should be able to keep pace with them merely by pressing W.
it's difficult to press E right as you land a hook, and before it brings the enemy back to you?
