There's so much out of Vlad's favor in most circumstances now that I had to learn to outplay everyone in every match-up despite the minimal tools provided to assist in doing so.
I went from having issues climbing to mid-gold to easily achieving low-diamond MMR. After this next patch, I'll climb to plat again (hit with only 35 games last season from G3) and hopefully even hit diamond before mid-season.
Yeah, but for most people, Vlad is completely unplayable now, rivaling Nidalee for the champion to never play.

SSmotzer2 votesOkay, sure, going from a 35% to 40% win rate is much better, but it is still the absolute worst win rate of any champion.
WoonStruck1 votesNidalee (floor 38% winrate) has a ~21% higher winrate (46% ceiling) if you're experienced compared to inexperienced. Vlad's (floor 33% winrate) has a 36% higher winrate at a 52% ceiling winrate, however. Keep in mind that Vlad has a much simpler kit, though. His baseline should be performing significantly better because of that.
In addition, the jungle meta is bad because she can't really fight any of the current meta junglers; that's bad for invades, counterjungling (her thing), and counter-ganking (also her thing).
Nid's state is a result of her being relatively weak AND the meta being the exact opposite of what she wants.
Vlad is really weak in general as a champion atm; there's no meta that's significantly in or out of his favor.

Vlad's state in the meta is actually pretty good right now; he performs pretty well against most of the common top laners atm (especially poppy). However, his state as a champion is abysmal, leading to one of the worse win-rates, despite the meta being pretty good for him. The meta favoring him is why his ceiling winrate is so much higher than Nidalee's; abusing match-ups.
Both definitely need help, but I'm pretty confident that on a meta-independent basis, Vlad is significantly weaker.
Once the jungle is addressed in the coming month and she gets (likely) buffs, Nid should be faring MUCH better, hopefully. Vlad has confirmed buffs as well.
