Base jungle item buffs on the PBE @Riot

I noticed these buffs and I like the Hunter's Machete buff, that's cool: [New Effect] now grants 15% bonus Attack Speed for 2 seconds

What I don't get is the Talisman buff: [New Effect] Kindle - Burn damage increases to 50 (from 20) if you have bonus health from an item or effect.

What I'm gathering from this is once you go back and buy health this burn damage increases, so that's cool. But the thing that I'm confused about is the "or effect" portion - what's this mean? Does this include runes? Does it include shields? Does Sion's W health scaling proc this effect? What're the rules behind this? I'd like some clarity on the limitations of this effect because this could potentially bring a lot of old tank junglers back into play but if they don't immediately proc this effect off on first clear (I.E., before they can buy health) they could just as easily be dumpstered by getting counter-jungled or the like because their clear-rates are halved compared to their compatriots. And if this isn't proc'd on runes and is limited only to health effects, then that would mean auto-attacking or fighter-style junglers would have an edge since their first jungler item's effect would immediately proc without any pre-requisites.

So what are the stipulations for "effect" on Talisman?
