Why does guinsos give 2 stacks per auto when it has 8 stacks?

Doesnt it make sense to just have it give 1 stack and up to 4?

I mean the item goes, 0/2/4/6/8, there is now way for you to gain just 1 stack.

Why not 0/1/2/3/4?

also it is stronk item.
