Why did mid Ezreal with Runeglaive come back?

I've been seeing a lot of Runeglaive Ezreals today. It has been months since I've seen one.

There were no big changes to Ezreal.

Runeglaive now gives less AP. Lich Bane gives more movement speed and now gives CDR. Lich Bane gives the same amount of mana and even more damage than before, in comparison. Also, Lich Bane's price went up just 200 gold, while Runeglaive went up 425.

Overall the only benefit Runeglaive Ezreal has now is the ability to Q over the raptors camp and regen 30 HP. Other than that Lich Bane is a much more solid pick than it was before, specially with the cooldown increases on his Q and E.

So, why did it come back? Am I missing something?
