Come on, it's mandatory on pretty much everyone except Shaco and a couple of top-lane tanks.

summoner 4 Will always be taken. It's the king of all summoners. It lets immobile champs have safety. Lets anyone reposition greatly.

A few edge cases would be Olaf, Udyr and Tryndamere taking summoner 6 every 1,000,000 games but that's it.

Gee, it's fine if Rito takes off a core ability from all champions in the game without any testing, but it's suddenly a war crime if they rework some items and put it in PBE first?
