Change to Timeless Manatee: Give yourself and allied champions near you 10% CDR. This CDR ignores the CDR cap (so a champion with 40% CDR already could achieve a maximum of 50% CDR).

We know that Zilean's passive is limited in use and scope. Something along these lines would give him a concrete benefit, while being a % based cool down change and capping at 50% would allow it to interact with other champions without terrible abuse cases..
