Not gonna lie, I'm giving these Jinx buffs exactly 1 game.

If I play even one game where her W damage feels like utter BS I'm banning her until she gets nerfed.

Riot mentioned something along the lines that the current changes wern't likely to see live.

I think the idea was to give Crit oriented champs a little more to work with early mid, in the heat of this snowball meta. Though in this case, I think the main issue is the RNG paired with Zap's high base damage. Kinda reminds me of when IE was easily a rush item, due to the harass it offered.
