can gp get back some mana refund for last hitting minions with his Q?

at least 10 mana is reasonable

and yes yes ik riot had took out 35 mana out of his Q before but still,

the game and meta has changed, people rarely ever get the 3rd upgrade for gps ult so pretty much its useless, since it does take time to farm up 500 serpents, while the meta has changed to a faster game that ends quickly
