Really getting sick of the "if X item wasn't complete shit, other lanes would abuse it" arguement

most of those items are AP support items

Can we stop keeping a portion of supports held down because for some reason we fear that midlaners will start using utility AP items what 90% of the time have power removed from them so they help their own team... Is it really that bad if a midlaner subs a AP item for a support utility item because it works well with their kit? no one complains about Sightstone Lee Sin even though it gives him a ton of vision and mobility

The thing is, AP support items provide less AP but more utility, while having lower costs. Improving item stats will make them harder to get for supports, and that ruins the idea of making a support item. On the other hand, most of manaregen should be removed from items like item 3222 and replaced with something useful. As for Lee Sin's example, Sightstone is really good on him because of its active, not because of stats. And most support items' actives are already strong( , item 3092 and others)

Some idea I saw/thought of is to make support items have two tiers: A cheaper/less stronger version and a more expensive/more strong version.

One example that exists already is Aegis of the Legion item 3105 . It's somewhat cheap, and has upgrade paths to make it better: Locket of the Iron Solari item 3190 and Banner of Command item 3060 . Feel like this could be nice for a lot of support items.

It can work, but the problem is the same: most AP sup items are bought for utility, especially actives. Try making low-tear Mikael. It either has its active, while being cheaper and as such, being too strong, or it has no active and that does not help. Aegis has its own utility(AOE resist aura) and Locket adds AOE shield, resulting in a strong expensive item

Would definitely be a item to item basis (maybe make Mikael's slightly cheaper by 100g or so, and then make a new upgrade that just adds more stats such as ap, health, or some more mr. Doesn't need to make the active considerably better either, could be a small cooldown reduction, heals a bit more, or gives a short move speed boost.)
