Why are you reworking Velkoz instead of Annie?

Ive played for quite some time now and ive never felt outplayed by a soraka or annie, only cheated.

Annie is the definition of unhealthy. High unavoidable damage, because you cant dodge any spell in her entire kit because they are instacast. Even if you flash out of w and r before the animation goes completely out, much like cho gath silence or old Darius apprehend, you will be stunned and then promptly killed. Even rengar has more counterplay, because you can just zonyas while he is in mid air.

She has an easy lane phase which lets her scale without a hitch, her q refunds mana, and if you take dorens and last hit correctly with q, you will actually be gaining mana on each q last hit. Her w is like cho silence and old darius e, it doesnt matter what you do. You will get hit by it, if you are in the cone when she presses the button. The only way to juke this is for the annie player to juke herself and aim it HORRIBLY or for you to zonyas and then she uses her spells which any decent annie player will never do.

Her R is a short range aoe stun nuke, that turns into a stronger version of sunfire for a short time.

TL;DR Rework annie, shes not very healthy. Keep her a simple champion, but there is no reason to keep her how she is.
