Why doesn't Lulu's Polymorph proc courage of the colossus?

Just took courage of the colossus in an aram game because we had no tanks.. But then my ulti was the only thing able to proc the courage of colossus key stone. Does anyone know if this is or isn't intended/have any experience with this?

My guess would be that a polymorph isnt considered hard CC because its basically just a silence+slow

Hard cc has to stop movement entirely (snares, stuns, knock ups, displacements etc) slows, silences,and blinds do not proc cotc
