He said they have the "big picture" sorted out. That might just mean "steroid on E" or "short range skillshot". Meddler didn't explicitly say it was decided.

They also aren't going to tell us because it is subject to change. Some people might really like the first idea they suggest. If they have to change it for balance issues then people will get upset - and some LoL fans get really upset. I don't want them to tell us too soon because I don't want to put any person through that when it changes for reasons out of their control.
