Possible (big) Mordekaiser changes?

So when DFG was removed, Riot originally planned to make Mordekaiser into more of a tank. But, lacking CC, or initiation tools, they kinda backed off on it and gave him some minor buffs. (Which, I rather liked) But, going back to the full tank idea, I have something of a plan of how to make it work with his kit/'what-makes-morde-morde' still intact.

Soo..here we go.

1- Passive: Right now, you make it too small, it's worthless, you make it too big, there's literally no reason to hit the guy ever, unless you wipe out everyone else on his team and he's all that's left to hit. Solution? We give a reason to hit him, without nerfing or buffing the shield too much. Reason? Modifiers to his other skills! (think Rumble passive, somewhat..) Make it harder/slower to generate shield, but, once shield gets build up you unlock a more powerful version of your base skills. So, enemies keep poking him, he never gets to use stronger skills, but ignore him for too long, he's gonna start to hurt a lot more. 2- Skill modifiers: Q: (I had trouble with this one, without giving some form of CC? not sure if morde with CC is ok with anyone, but,) 30% shield needed, costs 15% shield+ normal hp cost. This could be a couple things: A minor knockback to 1st 2 targets hit, or something like Sivir E, } (more bonces, more damage, longer distance between targets) W: Need 60% shield to use, cost 30% shield. Gives yourself or ally (not both) armor/mr equal to a % of morde's armor/mr, or, if Riot wants Morde to be more of a hp-based tank, a shield equal to % of morde's max HP. (and still the normal base armor/mr buff/AoE shred) E: need 50% shield to use, costs 25% shield. Makes 3 waves of circle damage (think tiny Rammus ulti.) Same range as his cone, but full AoE from his body, can move and 2nd, 3rd will still go off. 2nd and 3rd wave does 50%/25% damage to same target. Massively reduced damage to minions/monsters. R: Doesn't get a power up, but could be geared more toward charging shield than the DoT damage/self heal.

Anywho, that's my rough draft. Thoughts anyone? I'll edit as thread goes along, if people respond/like the idea enough to work with.
