Or did they shift all of his power into scaling and fighting whoever is the villain?

This is, his Q is so easy to see coming at you that if you are a Riven or Renekton, you either prime all your shit to hit him before his silence lands, or you back off for a quicky then come in and wreck him.

His early game damage definitely isn't as good as it was before. You can still tango with people but you're not going to outright dominate people very often anymore. Thankfully, you scale like a monster now and snowball far harder than the old Garen ever did.

He isn't supposed to be a lane bully anymore (although in my experience his early game is still strong), they specifically stated that they were shifting power from his early game to late.

He's better off now. He has better itemization, his spin scales better and procs BC much faster now, he gets his bonus resistances for free now, he has a clear anti-carry role with his ult passive, and he's still 100% unkillable late game. He actually does stuff late game now.

the strange thing is that they theoretically shifted his power from early to late, b8ut forgot that late was where some more mobillity and tenacity aswell as %armor/mr shines, so he ends with a powercurve that is good early, spikes mid, and falls hard late...

he has no right to be, considering how for someone so durable, there is literally zero point in even poking him unless you plan on taking him from 100-0 because he'll be full hp in 20 seconds. He deserves to have to work to be annoying late game
