Mecha MaIphite2 votesWhy do they need help? Most mages are doing very well at the moment. You have to go down 19 spots on the winrate list on mid to find an AD champion, and that's Jayce.
Obviously, there are a few exceptions, like 
, but that could be solved by just buffing the specific champion.

for a total of 634 AP
with this change and these items it would be 643 which is the absolute highest it can get without runes and masteries.
With runes and masteries a mage build now can get an additional 45 raw ap+35% to equal out to 60.
Now total: 694
Then total: 688
This would actually lower the ability power you get from it and you would get even less AP than now if you build

The only thing that item really needs is an intermediate item that gives part of the passive during the build path due to its high expense.
