While I feel that in the early game Fiora can definetely win, with superior poke, mobility and being able to outplay counterstrike, but as game goes on, his counterstrike becomes usable twice in a fight, he puts out insane dps and burst, and of course like every other bruiser he can just build ninja tabi, + bramble vest to fuck Fiora. So between good Jax player vs Good Fiora player who is supposed to win lategame?

Plàcidium1 voteshey fio one trick here and yes! fio can 1v1 any champ that cannot kite her late game, any champ that has to be in her face to damage her loses by default. all you have to do is be patient with w and play around vitals jax dosent win by pure damage alone unless he is glass cannon in which case it becomes even easier on you by killing him with 1 vital proc late game essentially. my build vs jax would always be 
if you are looking to split and deal with JUST him also if the enemy team is SUPER tanky i would get 
over also you can swap out with 
to be UNSTOPPABLE in 1v1's, with merc scim you can use w for just the attack speed slow and win by sheer lifesteal
