Not going to yell he's op because I will just get downvoted, just give me some advice.

Ooh yeah the Quinn pick sounds nice.
Unless I can't kill him before his E comes back up, which may or may not happen depending on build. Quinn doesn't really get too much CDR, the most would be 20% from Cleaver in tankshred build.
with Quinn I suggest auto attacking until after he uses e or knock up then you can follow up with a eq not qe because the lack of vision important after the jump back as he will try to follow your last location this allows you to keep kiteing and if needed flash to safety or kill him lol and build a lot of mr if he has ap, and lifesteal to sustain

Hmm... he can't E onto you until after your Q runs out, so thats one reason why I'd Q first. It also lets you use your attack speed boost better. It highly depends on builds, if you're both burst/damage based, then after he E's you'd do a full combo, and oneshot him. If you're DPS, then E after he E's you and kite, and he should die before his E comes up again.
You should always be kiting, perhaps forward if you're burst based because he will be running. But there's no need for lifesteal or flashing (unless he flashes) as you should have plenty of damage to kill him, unless it's early - mid game and all you've got is a Cleaver and Bork parts/PD parts.

A Xin Zhao that builds full damage is either incredibly bad at Xin Zhao or impossibly good at him.

This is how Xin Zhao should build, in roughly that order.
And as for Quinn, Quinn is just a better champion right now and can close games out before Xin Zhao becomes relevant so she I guess does counter him in that sense. But honestly? Past the early game Xin should beat her 1v1. He'd dumpster her late game. It wouldn't even be close IMHO.

Depends on builds. A Cleaver, Bork, PD, IE, LW Quinn shreds anything and everything equally. Not sure about full crit Quinn (PD, IE, Stattik/BT/Maw, standard ADC build).
If Xin's only damage item is Bloodrazor, he likely won't have enough damage to get through the Cleaver's 400 bonus health. If he gets a Triforce third, he won't be tanky enough to get a second E off.

Assuming you're talking about early mid game here, where Xin would have bloodrazor, tabi, and be working on or having completed his randuin's or deadman's, and Quinn has cleaver, blade of the ruined king, and berserker's greaves, I frankly don't think that's enough damage to get through Xin's armour before Xin kills her. The 400 health from cleaver isn't nearly enough to stop Xin from killing the resistanceless Quinn using his percent health damage and his steroids. In terms of dueling steroids it's not even close, Xin's are better IMHO. Also keep in mind that red smite lowers all damage Quinn does to Xin by 15% with the first auto.
Mid game though Quinn does have potential to outplay. Late game I reiterate that Quinn simply can't beat Xin Zhao IMHO. He's too tanky for her to crack quickly and in a sustained damage war Xin rarely loses.

You completely underestimate kiting.
Quinn is all about kiting, With her movespeed on E, Blind on Q, and flip on E, Xin should never get more than two auto attack off, and that's only because his Q is an autoattack reset.
Red smite, however, may prove a problem. That thing is strong... but Quinn will probably either have Ignite, Exhaust (both of which may not be up), or her own Red Smite (blue smite on her is stupid, as long as you get over 1 auto off, Red smite easily outclasses it in damage, if not burst.)
Also, Quinn would probably be at Cleaver and either a Cutlass and/or Recurve bow, depending on how many DMP pieces Xin has. Cleaver is more expensive than Bloodrazor - remember, jungle items are cheap! And Bork is also more expensive than DMP (lets consider old Bork, I've no experience with the new Bork), so if Quinn's got those items, then Xin's already got another Giants Belt or a Phage/Stinger/Sheen (I don't know what you guys build first for Triforce!). But at that point, Quinn is probably at her weakest in this match up and would probably lose. This build is far better late game and early (well, it's better early because being ranged means more).
So I'd give Quinn Cleaver and Recurve bow (and Zerkers), and give Xin Bloodrazor, Giants Belt, a Cloth, (and Tabi's). At this point, I'd say Quinn wins.
You completely underestimate kiting.
On the contrary. Kiting is the only reason I consider this a discussion. If Quinn couldn't play keepaway from Xin Zhao she would be forced to try to stat-check him, and she would lose.

It comes down to whether or not Xin Zhao could survive long enough around mid to late game after her E to re-engage on her and kill her. I personally believe he can likely do this mid game, and almost certainly do this late game.

I dunno man, I've killed full tank Garen's fast enough to believe I can kill Xin with the time I'd get from Q, W and E. Especially late game, that crit SHREDS tanks.
true ur right lol both q and e mark him tho so either way it works oh I also forgot
she can out duel xin done properly
i got ganked by a xin as teemo top and i just blinded him and went invisible in front of his face cause the other top was a non skill shot guy lol he wasted much time
Divers are countered by CC and having a team around your valuable targets!.
They aren't meant to be dueled 1v1, they will often win unless against other (better) duelists, that's why they like to splitpush. (And countering splitpush is a whole other can of worms which shall remain closed here).
However, divers in a teamfight aren't quite as durable as tanks, so if they try to wail on frontliners they'll die fast and pointless deaths, divers are always going after your squishy backline. You CC them when they jump on your teammates and whoop, they are standing still right in front of the whole dps of the team, burn them down and turn that fight into a 4v5 quickly.
Morgana, maybe; but Lux??????
Sorry no.
Ward lane/jungle entrances. Avoid him early, ignore him in lategame.
In a duel? Hope that at the time, you can out-stat-stick him or have an overloaded kit. In teamfights? Really easy, just dump a little bit of CC on him and watch him melt under your carries.
You can build one or two of these

.
You can CC him and render him basically a sitting duck for the rest of your team.
You can kite him quite easily if you know how.

But what if he's played mid?
Same things apply.

These three tanks just ruin his day. If they build armor, of course.
Xin excels at auto-attacking at high speed to keep sustaining himself and unleash his Q
by staying out of auto range, you can kite him. By build armor you can negate some of his damage (but not all as he has built-in armor pierce). Don't bother building thornmail, it won't help you. He pierces 15% of your armor. He can blow away something like 20-30% of your current hp with his ult. He will continue to sustain himself as long as he's auto-attacking.
I play a lot of Xin and even before his rework I considered him extremely OP (before his rework AP Xin was an unstoppable troll build) because you just can't beat his sustain.
KITING HIM. He will melt without his sustain.
Lower his attack speed with Frozen Heart and Randuin's (I highly suggest randuins)
I just read his tips and it says if you can stop him from landing his Q you will seriously fuck his shit up. I hardly think it's true, considering it just lowers the CD on E and W so I wouldn't worry about it too much. You honestly don't want to get in auto-attack range period.
Is there any champ with Xin's skill floor that can actually win a duel with Xin? Maybe Jax and....?
