12% damage reduction on PD is ridiculous
Graves top gets it, yasuo and vayne rush it for a reason since they become impossible to dual. Combined with other 'defensive' items like
they become unkillable.

Sterak's gage is perhaps one of the biggest offenders out there with maw of malmortius. Phantom dancer isn't all that bad.
The solution is obvious: Nerf Maw of malmoritus (Rito is doing this), and keep sterak's untouched (maybe even revert back to 500 HP?) but make it MELEE ONLY (yes, that means YOU can't get it either graves, shitty range is still shitty range, it's not melee).
Or make the shield scale off of bonus health.

Bonus HP? It would have to be like a 30% scale then I guess (since the majority of HP even for tanks is usually their base HP; for example,
finishes out at around 2200 HP at lvl 18. Full build
usually tops at around 3.7-4k HP).
Tanks usually build a lot of health with their resistances. Juggernauts usually build a lot of health. I don't see a problem by making it scale off of bonus health.

That doesn't change the fact that their base HP still makes up the majority or half of their health even at full build (unless you build a troll item like warmogs which is almost universally bad on everyone outside of soraka). I wouldn't care about making it scale off bonus HP, I was just saying the scale would have to be like 30% or something.
I'm not disagreeing.
Sorry, I main Sion and I get confused in health gain pools sometimes.

Yeah, sion is someone I can see hilariously benefitting from something like a bonus HP scale (since that scale would have to be much higher than a max HP scale because of the reasons I mentioned).
Bingo.

Mundo probably, Garen is better off with spirit visage since resistances on garen is much better than straight up health (especially since warmog is not only inferior to garen passive post lvl 11 and especially post lvl 16, but it's redundant with his passive).
Bro it'not about being inferior, it's about the fact that both passives together and spirit visage is insane. So much heal. He who runs away lives to fight in about 12 seconds. LOL.

It is about being inferior. Warmogs takes longer time to activate than Garen's passive post lvl 16 by a wide margin. It might save you a couple seconds between larger scaled fights, but at that point it's better to have an item like spirit visage instead for the massive resistances gain, or if you already have spirit visage (which should be more than enough because your passive as garen does get affected by spirit), maybe you can go for an armor oriented item or for a damage oriented item. Warmogs on garen is retarded and unnecessary and plain old BAD.
In terms of survivability and regenerating after pokes, garen's passive is more than sufficient. It'd be better to have something like a randuins late game than a warmog (both give good HP, warmog a little more, but randuins gives massive armor, much more utility, and against critical strikes, incredible armor).
Warmog's you say? Bonus HP scaling damage you say? ashield based off of 30% of my bonus health you say? Yes. Yes pls. I'll take 2.

PD is not the problem, it's Sterak's Gage and Maw of Malmortius that prevents them from dying at all. PD is just the icing on the cake, which could easily be replaced by Bloodthirster and have similar results.
