Why else would it not have the patience meter, which was added to the rest of the jungle?
Also, on a side note, why is it that the dragon's knockback isn't blocked by a spell shield?

Because it's not a damaging spell? Does Janna's Ult proc Spell Shields?
Just as the spawn turret has no health bar does not mean that it is 'really low on health', Dragon has no patience meter because dragon is infinitely patient.
It's just coded as an unmitigatable spell. It's a boss fight, it feels more like one when you can't ignore its spell.
