I'm still deciding. I'm thinking Bilgewater or Freljord.

Bilgewater's been dominant all arc, somewhat surprisingly. The Freljord (which has been trailing them in second place for most of the arc) gave them their first defeat in a set of weekend Featured Matches this past Sunday, winning 2–1. It was quite the upset.

They won the very first Factions arc. There was a fantastic moment that sticks in my mind: the entire opposing team multiply slowed, trying to drag themselves out of a Nunu/Anivia ult. One of them makes it, whereupon Volibear bounds after them and chucks them back into the ult-circle of doom. It was beautiful.

Then again, Ionia took second place in the first tournament a couple weeks back, and their teams have really been drilling. Dashes and hypercarries everywhere.

As for the Shadow Isles, uh, that's a faction for people who want a challenge. (Kalista was not the massive power boost people thought she'd be.)
