It is related to the culture of Europe for sports standings. In Europe, the most famous sport, Soccer / Football, is structured with a Win / Loss / Tie model. Sports fans are used to seeing ties as a possible outcome in a match between 2 teams and a system where win gives you 3 points, tie 1 point and loss zero. So that's why the structured it with a best of 2 in EU. NA is more used to seeing a Win / Loss standings structure without any point system and thats why its best of 3 in NA. Simple enough
