Why is Tahm Kench underplayed?
I started playing him again recently, and he's been doing really good for me both in jgl and supp. He seems so useful and definitely outclasses other supports in certain areas.

He isnt a high damage carry so you can't play him without thinking.
definitely outclasses other supports in certain areas.
You just answered your own question.
Because he only outclasses others in "certain areas", why would you pick him instead of going for someone like Thresh who is pretty much on par and better than everyone in every category?
because people haven't realized that he's horrendously overtuned
He can't really contribute much in teamfights, besides using W to temporarily remove tanks or use ult to backstab the enemy group's behind with your own teammate with an disengage. Compared to the likes of Thresh or Braum, he doesn't provides a lot of CC or anything AoE.
He just doesn't do a whole lot. He has a good kit and decent stats, but not really for a support. When in a teamfight, he has to get to a carry without being CC'd, get three AAs on them without being CC'd, and eat them. That is a very hard combo to pull off when in pro play, the lining up of champions into battle lines is essential to success. Other than that, he can.... throw a minion at the enemy? He can't really do that much. I guess he can save someone, but that would take them out of the battle for a few seconds in a situation where the enemy has already nearly won the fight. And his ult takes forever and is highly telegraphed. The only really good thing you can do with it is herd people around.
If you are good at proc'ing his passive so you can devour the enemy, he is pretty OP. I hate facing him as support. If he is good at all, you will never kill the enemy ADC.
He is like old
. So fun to play but a team remotely competent won't let you hit anyone 3 times. Since his only hard CC and only serious damage requires his slow ass to hit someone 3 times he end up being useless more often than not.
I really don't understand why he isn'. He really does a lot of damage and in the same time go tanky as hell. Maybe cuz people don't like his really low-range ulti :(
Even if a champion is 50/50 balanced, they can still be underplayed because of the stronger champions in the game are more numerous then that.
But Tahm Kench has big obvious weaknesses in exchange for powerful strengths. So it's very easy to play around him.
Tahm Kench HUGE problem is his Devour. It is unlikely that against a well organized team you can use his W offensively to either get a valuable target or take out the enemy frontline for enough time to be useful for your team (if anything, it can be aoduble-edge sword in this case if you put an enemy tank with CC on top of your allies) , and using it defensively doesn't help much except some very specific high burst assassins...and can the worst thing, is that it also could screw up a potential outplay from your ally, as you basically trad ehis safety for his mobility, which means that if in a 1vs 1 your ally has lower health but could outcombo the enemy to kill him you are denying him this chance
