Ornn at Worlds?
If I remember correctly, it was announced Worlds 2017 would be played on patch 7.18. Ornn has been announced for 7.17. So could see Ornn being locked in during Worlds, correct?

Typically the newer champions are "eliminated" from Worlds, but if you ask me Riot should do updates/champions etc so close to Worlds especially if those updates or for the best or a new created champion and not have them up for Worlds.
Funny thing, Riot will have the pros play on X patch for pretty much half the season + Playoffs but a week before Worlds they change the meta and it's typically a huge patch/meta for the pros to figure out, but they won't enable a new champion, lol
he could be locked but, he doesn't seem to be nearly as good as the juggernauts were during this time. the chances of seeing him are as low as illaoi getting picked

I would assume so. Worlds Qualifiers worldwide however might have him enabled as well. Let's only hope that 7.17 and 7.18 don't obliterate the diversity of the meta that could be better.
