Not really how it works. Riot only tends to nerf champions who are looking too strong or present cases of lacking counterplay (Like Lissandra when she's remotely strong). Nami saw a lot of play in the LCS, yet they haven't as much tapped her.

That's exactly how it works. When LCS super star poster boy LeeSin is in jeopardy of being shoved out of the spotlight by another champion in any LC they gut the offending champion into utter trash so he or she never sees the light of day in another LC again.

To be fair Lee Sin hasn't seem much professional play until buffs over and just before the pre-season. He's their poster boy, so it's natural they refuse to ban him. That and realistically his kit is fine, it's just overtuned.

Other then that it's, not really how it works.
