By the terms and conditions the creators most likely agreed to, Riot did absolutely nothing wrong. They spelled it out that anything we create with their characters belongs to them if we post it. Honestly, I would love it if Riot used some of my skin ideas for the game, and I wouldn't care if they didn't give me credit for it as I got a skin that I wanted.

So no, no one is going to say "that Riot took their idea", because the people who made the fan skin "waived any moral rights they may have in Their Content to the maximum extent permitted by the laws of Their jurisdiction."(changed slightly to plural and past tense)

Technically speaking, using teemo to make a fan-made skin is actually copyright infringement, unless they had a license. So in reality, riot doesn't actually even need to acknowledge the fan concept's existence.

The only way that it wouldn't be an infringement would be if it were to be considered derivative work, which iirc has a shitton of rules and conditionals surrounding it.
