Poppy at All-stars?

> The ASE will be played on the 5.23 patch. Changes to the competitive patch will be at the discretion of the ASE. > Champions who have not been available on the live service for more than 2 weeks will be automatically restricted. Champions that have undergone reworks will be subject to the ASE officials’ discretion.

This is from official All-star event rules. So which will be in the pool at All-stars? The old one or the cute one? I know the argument, that she's been on live for a short time, and they had no time to practice, and bla-bla... But... hammer!
