Will there be an English stream for the Russian LCS?

LCL is FAR stronger than the spanish league you are referring to ( its name is LVP) LVP champion performed terribly both in Spring and Summer Qualifiers to S6 EU CS (Giants sister team got 3-0d by Millennium in the first round of Spring Qualifier, G2 sister team ended last in their group during group stage of Summer Qualifier), and the team that has qualified for the incoming S7 EU CS is expected to be among the worst teams out there, despite having received a direct seed to all these competitions

The thing with LVP is that it is a competition relevant and rich enough that orgs only care about performing in their domestic competition to increase their fanbase and milk domestic e-sports money, rather than try to make plans for further expansion of their orgs into European scene. Their domestic rosters have worked as taxi for prominent free agent with no contract, where players keep themselves active and get some money while they are out from LCS/CS and teams benefit prom player reputation and performance in their domestic tournament, without trying to hold onto these players once they qualify for EU CS qualifier

At least top LCL teams try to compete by acquiring the best they can get and holding onto them for how long is possible (the fact EU LCS/CS teams can't get them because visa issues help to keep the most interesting native players there, but still there are LCL orgs that at least actively try to improve)

Btw, the decision about having an English stream mostly depends on Riot RU department decision
