Current boards voting system has flaws - Comment manipulation & 'best' comments

It happened again, in Meddler's Gameplay Thoughts post, certain individuals are downvoting everybody else's comments to try to get their own comments more visibility.

This should not be possible or allowed. Please look into this. It's really disappointing and discouraging when players just cheat their way to the top, burying others' ideas with just a single downvote.
