Improvement Community Interaction: Pm System and Block System

A PM System So I find it pretty lame that the only people who get the ability to pm are the moderators, Personally I feel that system should be given to all players. One reason I think that is sometimes you meet someone you find really cool on the forums and perhaps you want to get to know them better. The only option to do that is to either A send them a friend request through league of legends, or B actually tell them in a reply, which is pretty lame for that has done publicly.

That being said sometimes we may also want the oppissite feature

I had this happen to me a few times and maybe some other people have where some dude who is legitimately insane just hard core stalks every post you made and tries to troll, flame or berate you. Personally I think we should have a system to block those people to keep our topic hidden from them so we can just flat out avoid them. Doesn't happen often but it would be nice to have it for when needed.
