Perhaps Hot should be adjusted for how people actually use votes

Since my previous attempt to inform people of the Boards' Guideline regarding proper use of voting on threads didn't reach as many people as it needed to, and there are still clearly many people voting strictly based on their stance rather than contributing to discussion, I've got another proposition.

Rather than only considering threads with a lot of upvotes "Hot", which would only work to encourage discussion if people used votes correctly, threads which receive an unusually high number of downvotes should be put there, too. This would be more in line with how people are actually using the voting system instead of the attempting to match the un-followed guideline.

Or how about remove sorting by votes altogether?
