How to play Lucian?

So I recently wanted to improve at the ADC role, as I main mid but want to expand the number of roles I can play. I got Lucian because when I played him in the past on free week I always had a lot of fun and bursted people down. I bought him yesterday and performed poorly all games I played with him. Did they nerf his damage or something? I feel like I do no damage and can't 1v1 anyone like I used to a long time ago when he was on free week. Do any of you Lucian mains have tips, on what to build in what order, and how to just overall not get oneshot in team fights? I feel weak when I play him, which is not what I felt when I played him before.

Lucian was nerfed very hard in patches 4.19 and 4.21 resulting in the removal of any AD scaling of his W, increased cooldown on his ult, and a reduction of his passive double-shot ad scaleing reduced from 0.5 to 0.3. While being heavily nerfed Lucian is still a decent burst style ADC though they're better ADCs then him. As a Lucian main myself it is always important to position correctly during any fight as his low range makes him difficult to do so correctly; this will often involve using your E to rapidly change your position while weaving in your Q and passive. For his build order it is a standard ADC build first rushing an IE followed by either a Shiv or PD then following with a LW, a BT, and finally a defensive item.
