My late game mechanics are definitely above average, but my lane phase is ALWAYS brutal.
I can't cs well due to aggressive lane match ups and whenever I harass I get chunked, sometimes to a point of having to burn 
or

Farm and don't take free damage, always trade back because they'll be diving your minion wave to harass you.
If the enemy wastes a big CD, you can go in and outtrade them
e.g. Graves wastes his shotgun,
When you do go harass, do you keep tabs on the enemies mana bars for both the opposing adc and the support? If you and your support have a sizeable mana advantage you'll have better chances of getting ahead in a trade since you will have more skills to your disposal. Also keep tabs on their cooldowns, if their abilities are down you will have a better time in trades if you exploit this.
Also, don't go in without your support. Going in 2v2 is better than going 2v1.
Maybe you can stall their ability to easily harass you the first few levels if you're able to push a little harder than them or get to lane first. You'll get a bigger minion wave to defend you and a temporary exp advantage. You shouldn't be able to though because as Vayne you have no area of effect abilities but it's sometimes possible opponents might allow you to.
As plat you probably already knew that though.
