so it has occured to me that ap runes arent as simple as I thought I noitced blue ap runes give more than red ap runes.... but then that gives up blue mr but theres also an option for me to get red magic pens... not sure what theyre good for
and when would i need health and mana regen runes ;l I originally thought it would be as simple as AD runes... lol
EndlessSorcerer1 votesSome runes for stats are more efficient in some slots than others. For AP runes, I'd recommend flat AP quints, flat AP glyphs, and scaling AP glyphs as the best options.
Generally, I have three pages for AP champions:
Health runes are nice when you are against mixed damage and need additional durability.
I wouldn't recommend using mana regen runes, but if you insist then they are good when a champion spams spells a lot but you can't really afford to build much mana or mana regeneration. Typically, intelligent mana use and Doran's Ring(s)/Crystalline Flask is enough to sustain you.

C9 Nokia1 votesYou should be going hybrid pen most of the time. Especially for people who auto consistently or have auto-heavy kits. Hybrid pen works really well with Fizz and Orianna. You should be pressuring pretty consistently with autos.. even in mid lane..

Karthus you want to try and get a ton of CDR for him. Usually CDR glyphs or Quints. Getting either scaling health seals or armor and magic pen for Marks.
Ziggs is more of a standard rune page with MRpen Marks, Scaling Health seals or Armor Seals, either MR glyphs (for safer laning) or Scaling AP, and AP quints. THe same is for most hard hitting/wave clear mages.
I honestly can't say much for heimer because I've never thought to play him.

Onegarion1 votesWell not MPen Quints. Usually QUints are either AP scaling or Flat AP for about 90% of champs. Those that are different are like Karthus which can get CDR Quints. Mpen is almost exclusively set for the marks only since others aren't actually cost effective or as cost effective.
Now unless you are meaning flexible in the sense that they will be used on any page then very much YES. You are right on in that case.
