Often time the ability that scales best and focuses on DPS is what gets maxed last as only by that point will you get enough AP to really make it matter, whereas early game you're often better off with the bursty abilities that relies more on base than scaling.
However, Heimerdinger is...unique. Unique in that he does literally everything with his turrets. Should he level up his rockets first or should he level his signature turrets first?

If you're vs someone who can easily take your turrets out, rockets may be better as first, or wave the two. You don't have race to max one first.
Get your turrets to where you're happy with them then get your rockets is generally the best setup. If you're feeling OK at rank 3, Stop at rank 3. You can hold 2 charges at that point and the turrets scaling is also factored to your level.

That's why you max turret in order to have extra stacks available if you lose a turret.
