Just do it.
In ARAM, a skin boost can GREATLY improve the team's overall morale and friendliness toward you and each other. It shows that you spent good money for the enjoyment of an entire team. I find myself smiling throughout a game when my entire team is doing well - not just gameplay wise, but with each other. That's what I search most in League games.
So buy them if you have a little RP to spare. It gives your team a huge boost in morale.

I'm aware. I just said that because jokes. No one understands them anymore, I suppose.
But yeah, 420 IP is a ton to get from a game. Like, average length normal PvP matches only give around 100 IP.
