I mostly favor and play top lane, and in case the team comp gets tanky and needs damage, who would be the best bet to run as a Carry for top lane between

? Who between these four make the best overall solid pick? I heard from everyone about Riven and Vayne, but I'm still not sure, especially with their ban and pick rates.

Fiora would just get CC'd to death being a melee range sure she would get her ult off on a bunch of tanks but pretty much die immediately after.
Quinn is just a weak champ and easily outscaled.
Riven is nice but like Fiora she is melee and in a tank meta it is hard to reach those carries if the enemy team isnt terrabad. (You could still probably get away with playing this but it isn't the best imo)
Diana is AP as stated before and isn't much of a tank killer anyway.
Vayne deals true damage so no matter how tanky the enemy team is she will always be dealing meaningful damage she is mobile so she can dodge some cc and stay outside of the fight while dealing damage.
In the end I would play none of these champions top and just pick a Cinderhulk top because it is OP
Also about pick and ban rates Vayne is picked decently often isn't banned that much and is pretty much always picked as ADC bot lane with a support not alone top. The rest of them are like never banned or picked (atleast near gold 3) because there is simply better stuff to pick up.
If you want a top laner that can deal damage there are others that are probably better.
These are tops I would learn to play for this meta.
These are tops I think would just be really nice to learn because they are pretty consistent across all metas.
Vayne isn't that good top. Her escape is good for juking skillshots which most top laners don't have, but not good at actually escaping a gank which top lane gets plenty of. She is extremely weak at level 1 and 2, which is the time where alot of top lane all-in cheese tactics happen from 
... well pretty much every aggressive top laner.
I wouldn't play any of those champs top. If you want to play a damage top, consider full AD Jarvan. His AD ratios are crazy and can instantly burst down a squishy enemy while they're still mid-air.
