Thresh's hooks are fairy easy to dodge compared to a blitz hook. For thresh, an animation goes off before his hook. Not to mention the slow movement speed compared to a blitz hook. Remember, a good thresh will go for where you will walk, so try to walk in random directions he can't predict. Stay away from his range when in open spaces. Even if he can't hook you, he can use minions as a gap closer and flay you. Usually I play Janna, Nami, and Morg against Thresh. He will do a fair amount of damage early game compared to other supports so try to choose someone who can kite safely. A hook doesn't necessarily mean you ending up dead. It could mean alot of things but if you play it right, it could end up as a win. As for the 10 seconds thing, every time he misses a hook, punish him.
As Nami, land a bubble and e your adc.
As morg, go in for a stun.
If he does manage to land a hook,
As Janna, tornado him and his adc or preferably his adc and shield who every took that hook.
As Morg, try to black shield his flay and be ready for the next hook as well. Also go in for that stun on his adc.
Always watch his positioning, especially when his lantern is up. It's very rare but you can cancel his hook as Janna. If you tornado him at the right time as he goes for a hook, it will cancel his q. You might not be able to pull this off but get inside his head and predict when he will hook. As well as watching his positioning watch yours. As Janna, if you see a possibility he might hook, get a tornado ready and q where he will go or even his adc.
