It's similar to a Heroscape Special Power called "Carry," which, with the right army composition, let you either seize advantageous terrain on turn 1, or drop extremely dangerous fighters right into your opponent's start zone.
Given that League of Legends is in Real-Time, I suspect the ability to attack and use non-movement abilities while taking advantage of the added mobility and Hecarim's own abilities would be fairly broken. Hecarim could then focus almost entirely on MS and Armor/MR, while his passenger did most of the work of killing people. It would only get worse if his passenger had one of the ally-MS boosts.
