Playing my first ranked game?
I hit level 30 a few weeks ago. I was wondering when is the best time I should start playing ranked games

lol but seriously if i wanted to play ranked i would get a decent champ pool and runes by that time i should have enough experience so thats what i would do if i were you
Get a decent champion pool first, and finish some rune pages.
However, if you wish to start playing ranked right now, I would consider playing your very best champion, and go absolute tryhard. A few tips: Bot lane will feed, almost all of the time. Mid is NOT good if you play a champion that has a lot of popular counter-picks. Your personal score doesn't matter; it's carrying your team and getting objectives that matters.
I main jg so i got like 2 champs that i was good with (jax and yi) who are op af with sated. My advice is to get 2 champs that you are really good with and then carry the hell outta that game

To be honest, the best time to play ranked is when you feel ready and confident to do it. Just try to ask for your preferred roles, and ask whoever is first pick to ban any champion you don't feel comfortable playing against.
Other general tips are, to have at least 2 full tier 3 rune pages for ad/ap or tank/jungle or whatever it is your most common role, To have at least 1 champion you feel at least okay playing in every role.
Other things some people like to do is to /mute any toxic jerks so they don't affect your play. And some people like to take a break from ranked after 3 straight losses to avoid further stress/tilt and play normal games to have fun until they feel ready again.

You stated that you don't have the tier 3 runes you need yet. I'd get better at the champs you already play, and pick up champs (3 min) for all the roles and rune pages for each, some can use the same pages.
