On one hand that mana is 100% wasted stat.
On the other hand...armour, AP, CDR and how often he can proc that passive...

He's got enough cc without it. Furthermore, Zac's autos in a fight are maybe 1% of his total actions. If you're stopping to autoattack on Zac, chances are you just missed a blob.
