Make Frame rate higher?

I just would like to know ways to make my framerate higher for league. it is normally at 30, but it will dip to 9 quite a bit. My ping is usually really good (55-75) and I know my computer used to run it at 70. Do not know if its the new SR or if there's some PC settings I can change. I mean i can get it to 45-60 if i set it to medium-high, but im spoiled with the full def high quality. any tips on it?

also anytips on how to make teammates NOT SUCK....... Lol jk

Disable V-Sync and character inking. Problem Solved. On my Desktop I can run LoL at 170 - 200 fps. My brothers can run Lol at around 300 - 400 fps. V-Sync solves just about everything FPS related with my machines lol.

Anti-aliasing just makes fine edges so it's not pixelated and stuff. Doesn't matter if you do or don't. It's aesthetics for the most part.
