I don't play him in lane so I can't help much there.

In jungle, you'll want to level W>Q>W>E and then max Q, putting ranks in R whenever possible, maxing W second and E third. You don't want to max W or else your clear speed is terrible, but you need at least 2 points in it so the the shield doesn't break instantly vs monsters, and you always start W so you get bonus HP from every camp you kill. Q is your best damage and clear, and whenever you start a camp, activate W, charge Q to max, soak as much damage as possible with W before reactivating, and then proceed to auto down the camp, throwing in a half charged Q here and there (always try to charge it at least halfway, because it isn't worth the mana to use it without charging and even just .75 seconds of charge time (the time it takes to do an AA early on) increases the damage massively). Also, don't worry if you get executed in the jungle early game, because of the way buffs work and your passive works, you will respawn almost instantly after finishing your berserk mode and will keep your major buffs through death. it is actually an efficient way to reset your gold value if you have racked up a lot of kills/assists and don't want to give a bounty, or if you are nearly dead and want to do a camp before backing, because you will kill it and respawn more quickly than recalling anyway. IMPORTANT! don't use this method after level 6 because the death timers becomes significantly long enough that you lose out on a lot for dying, this is almost exclusively a strategy for very early game.

For runes and masteries, I'd take 9x AS or AD marks (AD makes your Q HURT early on, which is great for clear), 9x flat armor seals (necessary for Sion's early game) 9x scaling MR glyphs (great MR for the mid game before you get a locket) and 9x flat armor Quints (actually pretty important for keeping your shield from popping too quickly early on).

Masteries, you'll want 9-21-0, taking all the AD, AS, and double edged blade masteries you can get, and then reduced monster damage, bonus HP regen, % missing health regen, flat health, % health, flat armor, tenacity, adaptive armor (really great 1 point wonder) and as many points in enchanted armor as you need to get Legendary guardian at the top of the tree.

For items, obviously start item 1039 in jungle, then go for item 3725>item 3110>item 3190>item 3083. If against heavy AP, skip FH until later and get Locket ASAP after cinderhulk, and then SV instead of Warmogs. If you are ahead early, you can get either a item 3078 item 3071 or item 3074 as a luxury item (but never more than one, you'll be too squishy). if against heavy AD, get a item 3075 after warmogs. Boots are always situational and you should usually have tier one by first or second back, and tier two by the time you're completeing your first non-jungle item.

For actual gameplay, the biggest thing I can tell you is don't use your ultimate to initiate. I know, it sounds crazy, but it is incredibly hard to land on its own and actually works infinitely better if you use it as a followup engage after someone like your top lane or support initiates the fight first with a good AoE lockdown to allow you a long range direct hit. always try to hit a minion into enemy champions with your E rather than just hitting them outright so you get the bonus damage, and also don't worry if your Q gets canceled by enemy CC a lot, because that means you're doing your job as a tank by getting CC put on you instead of your carries. If you ever die in a fight, run to the nearest target and attack them relentlessly, be it their tank, carry, or support, because your job is either to: Shred the tank with % max health damage, Force the enemy team to peel your already dead champion off their carries, or Kill their support before anyone can help them. this is the part of the game where Trinity force, Furor enchant, or the Black cleaver are all excellent for helping you stick to targets.
