If you attack, move, and attack again, does it take longer before you attack again than if you just stand there and wait until you attack again?

no because when you move you cancel the wind down of your auto attack animation making you attack faster while also kiting or keeping in range of the enemy

Of course there is an optimal interval, you can click too fast thus not attacking or you can click too slow, not attacking at your maximum speed.

It takes practice but Attacking and moving is always better that's why when you watch any of the pro's doing jungle or csing in lane they are never still. This not only throws off the aim of your enemy's but gives you a what 10% faster attack speed i think. So basically when you standing still and have ten, you would have 11 if you were moveing.

Plus if your a jug u get closer to the next camp which saves you +1+2 seconds on your clear time that you get per jungle camp

actually if you get a 2.5 attack speed it would be faster if you stay still, but also more dangerous. under about 1.5 it's always better to move. If you exceed 1,5 unless you have a very low ping and insane reflexes you won't get your max auto-speed out of orb walking.

I recently learned what the A button does. in hotkeys, its called attack-move. if you click move while holding a you will automatically attack the nearest target when you attack is back up. I haven't had the chance to try this out yet but id imagine its removes a lot of the mechanical skill required to get an optimal stutter step in. someone correct me if i'm wrong here, again i haven't tried this yet.
