Just get IE and you're getting both. Then you can only increase the Chance % from there.

Maybe I'm misunderstanding your post?

EDIT: Realistically, they're both important. If you just increase % damage, you never crit. So I guess it's important to get % chance first and then increase % damage.

Edit 2: Ahh, which is more important in your runes ... armor pen.

Alright so one thing you need to know is that IE is very standard for every adc to build and you never build attack speed first unless your adc already deals alot of dmg. In terms of crit damage, infinity edge is the only item you need regarding this . In terms of crit strike, you're going to get it from infinity edge and an attack speed item like static shiv, phantom dancer, or youmuu's ghostblade. I don't recommend that you invest into crit dmg nor crit strike runes because they're not worth it since theres better stats to utilize runes for. Don't be fooled by the idea of getting "more crit strike and dmg". On ADCs, Late game, ADCs will have alot more attack speed so more autoattacks = more crits. Critical dmg is 200% of your total AD so as long as you have alot of AD built up, your crits are going to deal more dmg.
