Basically you have to get the enemy to shove their lane, then strictly last hit. Maybe push a little if the enemy is pushing harder or if the enemy minions get a better random targeting roll, IE they all target your siege minion but your siege minion does something derpy like target a melee minion, which causes your wave to lose.

This is what I do, I'm sure there's a more pro way to do it.
If the enemy has more minions, just last hit a minion as one of yours dies. If their wave is huge, trim it down so that it's only a few more minions than yours. As your wave gets close to getting wiped out, kill all but 2 - 3 range minions and make sure they don't get in range of the tower (tank their shots), as my new wave comes up.
If your wave is pushing, you want to shove it so that their tower is attacking your wave so you can hopefully reset it.
If the waves are resetting, then it's pretty tricky. You have to walk into their minions and tank it a little bit so that they are all bunched up and slightly ahead of where they would naturally meet in the center. Then walk into a bush to drop aggro. Their minions being bunched up, and your minions arriving 1 at a time, will usually make it so that their minions win and push towards you. They will have more minions and you can establish your freeze right outside of your tower range. Hard to do if your lane opponent shows up on time.
you can freeze the lane anywhere. The worst area to freeze is either near your turret or the enemy's. Turrets push the lane back and steal your cs, while the freezing near the enemy makes it risky for you to farm.
Like everyone is saying, simply kill the melee and leave the casters alive. Only freeze the lane when you're ahead, otherwise you're giving the opponent minion advantage which is critical to winning an all-in.
In today's meta is not advantageous to freeze the lane especially mid lane. Assassins want you to freeze the lane so they can replenish their energy while you struggle with mana. They can also burst you without fear of minion damage or bad positioning, since the lane is frozen.
I recommend pushing the lane against assassins and freezing mainly bot or top lane when you hold the advantage to deny cs.
The best place to freeze is right outside your turret.
To break a freeze, simply ask for jungle to lane gank and while they move up with a huge minion wave - they unknowingly step into a giant trap. That or ask jungle for 2v3 bot push clear.
There is 4 technique I see to freeze a lane. Note that the main goal is to increase the damage on the opponent side until the minion count on that side is significantly higher then yours.
Minimize your own damage. At the limit, not even last hitting help. But you likely still want to last hit anyway.
Holding the enemy minions closer to their base. If they have to stop. Say to get some free hit on you. Then their reinforcement will arrive before yours and that will tilt the balance toward a freeze. Make sure they stop hitting you as soon as your minions arrive.
Lure your opponent (specialy the support) to damage the minions. I love when zilean put a bomb on me and I help him to last it by walking in my own minion wave on purpose ♥.
Push harder in time. Since your is busy hitting the tower and theirs stop (2.) to hit yours, the wave moment bounce of the tower toward your direction every time a significant wave (need to survive long enough for their wave to stop) hit the tower. I'd say about 2/3 in the lane and further, the best way to freeze is to actualy push.
